hmm that's some very specific requirements... I believe you are looking for a super-zoom camera... if that's the case, you're out of luck, the highest resolution on a super-zoom today is 12MP... and really, you don't want more than that, 13.6MP on that size sensor will be too much... it'll create too much noise and will not actually add any detail/quality to your pictures...
now you can go the DSLR route to achieve what you want, but DSLR's aren't really measured in 16x zoom... there are a number of DSLRs that have 14MP sensors... Canon T1i and Sony A330/380 just to name a few cheaper ones... then you stick a telephoto lens on it (something like a 70-300mm) and ta-da, you get about a 16.1x zoom if you wanna convert into P&S terms... but it'll cost you more, be very bulky and might be beyond your skill level at this time...
