Do you mean night vision capable binoculars? You'll need night vision goggles. Those things will cost anywhere from $100US to several thousand dollars.
You'll need IR goggles or FLIR. I'm not sure.

Most of them have an active IR emitter that acts as a flashlight for places where there is no light to amplify.
You will find that the image quality is far below what you see on TV. Grainy and fuzzy in most cases. One of the things to look for is the "generation" of the intensifier tube. Gen1 and 2 tubes are cheaper, but of much less visual quality, than the Gen3 tubes.
